Side Event at COP21 “4th International Expert Workshop-Next steps in MRV Support for Transport NAMAs"

Background

TRANSfer is a GIZ project funded through the International Climate Initiative by the German Federal Ministry for Environment, Nature Conservation, Building and Nuclear Safety. The project supports the development of nationally appropriate mitigation actions (NAMAs) in the transport sector and their implementation in partner countries and contributes to international dialogues on NAMA development (www.transport-namas.org).

This workshop is fourth in a series that began in December 2013 in Warsaw with a discussion of what was needed to advance measurement, reporting and verification (MRV) in the transport sector (Towards Roadmaps for MRV of Transport NAMAs) and upon which the TRANSfer MRV Expert Group was established in early 2014. The expert group of leading MRV and transport sector experts helps to advance the MRV work stream of TRANSfer, in which GIZ seeks to facilitate a process to create guidance for MRV of transport NAMAs and closely link it with existing partnerships, initiatives and institutions.

The MRV work stream and MRV expert group have so far put forth (soon available at www.transferproject.org):

• A set of peer-reviewed MRV blueprints for transport NAMAs;

• A Reference Document on Monitoring Systems for the Transport Sector;

• Trainings on emission quantification of urban transport.

In addition, it is envisaged to support the UNFCCC Secretariat in the development of the so-called Compendium on Baselines, an initivative that also tackles methodological issues for transport sector baselines.

Scope and objectives

The 4th MRV expert group workshop follows-up on earlier work by focussing on possibilities to increase the application of MRV blueprints and the Reference Document and provides an outlook on activities planned for TRANSfer III. In addition, contributions to the UNFCCC’s Compendium on Baselines will be discussed.
