Advocacy must help convince key players, such as development agencies, NGOs, all levels of government, and the private sector, that sustainable transport has the true potential to change the current development trajectory. However, a sense of purpose in doing so affects the quality of the exercise. For what outcomes/purposes are we going to engage in advocacy with the aim of raising the voice of the sustainable, low carbon transport community?
