Transport Tackles Climate Change: Side event at the UN Climate Change Conference (ADP 2-9)

4 June 2015 @ 3:00 pm

INDCs are expected to become key components of a new climate change agreement, and thus Parties to the Convention must think critically about sectorial approaches. In this context, bold mitigation strategies in the transport sector will be an essential element of raising pre-2020 ambition and meeting post-2020 national targets.

The transport sector is a significant contributor to greenhouse gas emissions, representing an average share of 23% of total emissions from fuel combustion worldwide, and in many countries, transport emissions are increasing faster than economy-wide emissions. There is a growing body of evidence of the significant mitigation potential of the transport sector in a wide range of UNFCCC Parties, which is summarized in the June 4 side event; thus, maximizing mitigation ambition will require optimizing contributions from transport.

The Transport Tackles Climate Change side event discusses the preparation and implementation of transport components within INDCs, with a particular focus on how transport mitigation actions can be scaled up and accelerated to tap the full mitigation potential of this sector.

Invited panelists included the following:

  • Marcel Holland Oseida de Leon, Guatemala, Ministerio de Ambiente y Recursos Naturales (MARN)
  • Nathaly Milena Torregroza Vargas, Colombia, General Directorate on Climate Change, Ministry of Environment
  • Sandee Recabar, Philippines, Senior Science Research Specialist, Climate Change Commission, Focal Point for Transport
  • Dr. Gary G. Theseira, Malaysia, Deputy Under Secretary, Environment Management and Climate Change Division, Ministry of Natural Resources and Energy.
  • Ramón Cruz, Institute for Transportation and Development Policy (ITDP)
  • Frank Krämer, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)
  • Sunny Kodukula, ICLEI-Local Governments for Sustainability
  • Oliver Lah, Wuppertal Institut für Klima, Umwelt, Energie
  • Karl Peet, Partnership on Sustainable Low Carbon Transport (SLoCaT)
Of them, four presentations were given:
 1.  Paris Process on Mobility and Climate (PPMC) Presentation by Karl Peet, Partnership on Sustainable Low Carbon Transport (SLoCaT)

  • Karl presented examples of knowledge products on emissions assessments, policy analysis and climate finance, and discussed PPMC’s support for the transport commitments made at the Secretary General’s Climate Summit in September 2014 (and where appropriate, support for the Lima Paris Action Agenda. www.ppmc-cop21.org
 2. Ecomobility Presentation by Yunas Arikan, Local Governments for Sustainability (ICLEI)
  • Yunas Shared the concept of “EcoMobility”, which includes travel by integrated, socially inclusive and environmentally-friendly transport options, in the context of an experiment with car-free cities. www.ecomobility.org
 3. German Partnership for Sustainable Mobility (GPSM) and Solutions network Presentation, both presented by Oliver Lah (Wuppertal Institut)
  • The German Partnership for Sustainable Mobility (GPSM) provides access to know-how by connecting authorities and stakeholders to German mobility and logistics expertise. It supports the international dialogue on sustainable transport and it provides a link to financing options for stakeholders from the developing world. www.german-sustainable-mobility.de.
  • The Solutions network aims to foster knowledge exchange and boost the uptake of innovative sustainable urban mobility solutions among cities from Europe, Asia, Latin America and the Mediterranean, pairing cities to work on common problems. The programme offers training events and e-learning courses for transport professionals on different themes. www.urban-mobility-solutions.eu.
 4. TRANSfer Presentation by Frank Krämer (GIZ)

  • Frank highlighted the role of transport for GHG mitigation and shared some experience with the development of transport NAMAs within the TRANSfer Project as supported by recent publications and tools developed by TRANSfer www.transport-namas.org.
