This publication is part of our ongoing efforts to enhance the ambition for transport in Nationally Determined Contributions (NDCs) under the Paris Agreement framework.
This 5-Point Plan specifically aims to guide countries on integrating robust, achievable transport-related measures into their updated NDCs, aligning targets with global climate goals and ensuring impactful outcomes by 2035.

- Countries must set ambitious, clear, and measurable transport emission reduction targets by 2035, aligned with achieving net-zero emissions pathways by 2050.
- Immediate action is needed to scale up investments in zero- and low-emission transport infrastructure and policy frameworks, prioritising public transport, walking, cycling, and zero-emission vehicles.
- Resilient transport infrastructure must be prioritised, incorporating adaptation measures to safeguard mobility against increasing climate-related impacts and extreme weather events.
- Financial flows must be redirected from fossil-fuel support to clean, sustainable, and resilient transport solutions, particularly in low- and middle-income countries facing significant investment gaps.
- Inclusive policies ensuring a just transition must place people at the centre of transport and mobility transformation, addressing workforce transitions and promoting equitable access and mobility.
Building on the outcomes of the COP28 Global Stocktake, this publication is a strategic resource aimed at influencing national climate policy. Advocacy groups, policymakers, and stakeholders should leverage these clear, actionable insights to strengthen climate commitments, enhance international climate finance mobilisation, and foster collaborative approaches to sustainable transport development.
