Strengthening Transport Action in National Climate Plan

Shaping national and sub-national policy and investment reform, and supporting technical capacity for it remain central to our mission. In 2025, we strengthened efforts to support countries in the elaboration of their next national climate plans under the Paris Agreement Nationally Determined Contributions (NDCs 3.0). This process represents a critical window for countries to embed transformative transport actions with long-term climate, social justice and economic development benefits

Our Five-Point Plan for Transport in New NDCs provides governments with feasible pathways to deliver strong transport emission reductions aligned with net zero pathways by 2050, scale up transformations towards energy-efficient and fossil-free transport, secure the resilience and adaptation of transport assets, catalyse finance and investment, and prioritise a people-centred just transition in the sector.

Complementing this policy guidance, we continued to build capacity and technical readiness. Together with specialised partners, we delivered a technical workshop for more than 50 participants from over 20 countries, representing a wide range of low- and middle-income countries. We also expanded our NDCs 3.0 Library, a one-stop platform bringing together guidelines, tools, and technical resources from leading transport experts.

Recognising that tracking progress is essential for accountability, transparency, and peer learning, SLOCAT continued its collaboration with GIZ Germany to regularly update the NDC Transport Tracker. 

Since 2018, the Tracker has provided a clear and comparable picture of transport ambition, targets, and policies across countries’ NDCs and Long-Term Low-Emission Development Strategies — the two cornerstone instruments of the Paris Agreement.

To assess progress and identify remaining gaps ahead of the COP30 deadline for new NDC submissions, we released our Assessment of Transport in Third-Generation NDCs

Structured around the Five-Point Plan and informed by the outcomes of the first Global Stocktake on the implementation of the Paris Agreement, this assessment highlights where ambition is increasing, where implementation must accelerate, and what actions are still needed to align transport with Paris Agreement goals.

Together, these efforts demonstrate practical pathways for countries to scale up fossil-free transport, strengthen the resilience of communities and economies, and meet their agreements under the first Global Stocktake – including accelerating road transport emissions reductions, transitioning away from fossil fuels, and tripling renewable energy.
