Connecting NDC-TIA Phase 2’s objectives with COP31’s 35 by 35 target, the first Global Stocktake and the Action Agenda for freight decarbonisation.
The NDC Transport Initiative for Asia (NDC-TIA) contributes to reducing transport emissions in line with the Paris Agreement’s 1.5°C goal, which requires reaching net-zero emissions from transport by mid-century. NDC-TIA Phase 2 (2026-2028) places greater emphasis on freight transport and medium- and heavy-duty commercial vehicle electrification, addressing a recognised blind spot in climate policy despite freight’s high emissions and growing demand in Asia. Overall, it aims to help state and industry actors in China, India, and Viet Nam promote the gender-responsive deployment of commercial electric vehicles by strengthening the knowledge base and enabling framework conditions, and by supporting the implementation of their NDCs and long-term strategies. Freight transport must be part of COP31 delivery Energy and transport are deeply interconnected. Transport drives energy demand, while energy systems underpin the movement of people and goods. Aligning their transformation can unlock system-wide emissions reductions, strengthen energy security, reduce exposure to volatile fossil fuel markets and advance shared prosperity and resilience. Freight transport is central to this transition, yet remains a blind spot in climate action despite growing demand and its contribution to transport emissions. Across Asia, the continued dominance of road freight and the limited electrification of medium- and heavy-duty commercial vehicles present both an urgent challenge and a significant opportunity to accelerate decarbonisation.
