Developed by SLOCAT, the report reflects the outcomes of COP28 for the transport sector and charts the way forward for embedding transport as a priority in global climate frameworks, including the first Global Stocktake and next rounds of Nationally Determined Contributions (NDCs) and Long-Term Strategies (LTS).
This brief provides an evidence-based overview of the role of transport in COP28 negotiations, pledges, and workstreams. It aims to guide stakeholders in harnessing new momentum around climate ambition to prioritise low-carbon, inclusive and fossil-free transport systems in policy, finance, and implementation frameworks.
Key messages:
- COP28 marked the first time a formal call was made to “transition away” from fossil fuels, with explicit references to reducing emissions from road transport and deploying zero- and low-emission vehicles.
- The UAE Consensus established global targets to triple renewables and double energy efficiency by 2030—both crucial for decarbonising transport and enabling sectoral transformation.
- Transport featured strongly in global dialogues and work programmes, including those on just transition, mitigation, adaptation, and response measures, offering clear entry points for policy influence in 2024.
- More than 60 new or updated transport-related international pledges were launched, highlighting growing political recognition of the sector’s climate impact and potential.
- SLOCAT and partners are scaling up efforts to support countries in integrating robust transport actions in their next NDCs and LTS, leveraging tools like the NDC Tracker and Just Transition dialogues.
