Building just, prosperous, sustainable and resilient communities and economies demands rapid and far-reaching change in how transport systems and services are planned, financed, delivered, and powered worldwide. Anchored in our shared commitment to global collaboration and locally grounded impact, SLOCAT’s collaborative work in 2025 helped align policies, investments and actors, and shaped practical solutions for transforming transport in ways that work for both people and the planet.
One more year, in 2025, the SLOCAT Partnership delivered evidence-based knowledge, policy guidelines, training, thought leadership and advocacy at the intersection of transport, social justice, sustainability, and climate issues to nurture ambitious global agendas and tangible results on the ground.
Made possible by the dedication of our partners, funders, and allies, together, in 2025, we:
- Shaped ambitious policy and investment reform, at global, regional and national levels, supporting a just, decarbonised, and resilient transport transition across passenger and freight transport.
- Provided evidence-based data and knowledge, to understand the landscape and where to act now.
- Aligned transformative policies and actors in Nigeria, strengthening private-section action for cleaner and transport.
- Harnessed political momentum to advance towards a Global Goal for Transport, seize opportunities in a crisis era, and make transport visible – and actionable – at COP30.
- Strengthened leadership and partnerships, by supporting young leaders and enabling shared ownership of change.
This report underscores the power of collective cross-sectoral, multi-disciplinary work and accountability towards a shared vision.
It also reflects the commitment, trust, and collaboration of our partners, funders, and collaborators. We are sincerely grateful for your partnership and look forward to building together many next chapters of meaningful action to strengthen transport systems and services that are socially inclusive, economically viable, environmentally responsible, and resilient.

2025 Marked a Leadership Transition for our Partnership
Farewell Messages from Maruxa and Rana
After seven transformative and fulfilling years as Secretary General of SLOCAT, I have decided to step down on 31 December 2025. Working at SLOCAT continues to be a source of purpose and fulfillment for me. Yet leadership cycles and transitions are natural in any organisation, and I have chosen to make space for new professional interests yet to be defined, knowing that SLOCAT is robust and ready for its next chapter.
I leave with profound gratitude and pride in what we have built together: strengthened convening power and global reach, renewed collective thought leadership, and deeper collaboration across and beyond the transport sector to advance sustainable, low-carbon transport at the nexus of social justice, sustainability, and climate action.
To our extraordinary secretariat team, Board of Directors, partners, and funders: my sincerest thanks for your commitment, courage, and trust. Together you define SLOCAT’s vibrant, trusted, globally connected community, and continue to steward impactful results.
SLOCAT’s mandate is as vital as ever in today’s challenging and shifting landscape. I am profoundly confident the next phase will be a bright chapter for our Partnership and for the sustainable, low-carbon transport movement, building on 15 years of positive impact. And I very much look forward to celebrating the success of our outstanding new leader Carly Gilbert-Patrick!

As I conclude my tenure as Chair of the SLOCAT Board of Directors 2022-2025, I wish to sincerely thank my Board colleagues, the secretariat team, and each of our partners, funders and allies. Your unwavering dedication and resilience are truly remarkable. Thank you for delivering outstanding work whilst supporting one another through this journey.
On behalf of the Board, I would also like to express my heartfelt thanks to Maruxa for her exceptional dedication to all of us, and to sustainable, low-carbon transport. Her leadership greatly enhanced SLOCAT’s ability to convene collective cross-sectoral action, as well as its global influence. Through direct collaboration with a panoply of actors and funders, Maruxa consolidated SLOCAT’s international recognition as a reputable, trustworthy, competent partner.
I am delighted to warmly welcome Carly Gilbert-Patrick as SLOCAT’s new Secretary General, and genuinely excited about what lies ahead for our Partnership. Carly brings over 25 years of leadership experience in fields including health, law, and transport. For the last 16 years, her focus has been sustainable mobility at the intersection of transport, climate action, and social equity. Since 2013, she has led the United Nations Environment Programme’s Sustainable Mobility Unit on active mobility, transport digitalisation and modal integration, serving as a strategist, fundraiser and global advocate.
Carly’s remarkable leadership, her intentional approach in leveraging the collective strength of our Partnership, and building upon the strong foundations established by Maruxa, promise to amplify SLOCAT’s impact even further.
